ANSWER: 5%
 
Increase in population in 10 years= 262500-175000= 87500

Now, % increase will be increase in (population /original population) * 100

=> 87500/175000*100= 50% increase in population over 10 years

Therefore, Average % increase each year= 50/10= 5%
