Explanation

The Government of India permitted the functioning of private FM radios in India
during the 9th Plan period. 108 frequencies in the FM range were auctioned
through an Open Auction Bidding process in 2000. The government decided to
permit the private FM radio with an aim to circulate the FM broadcasting for the
purpose of education, entertainment and information. It also aimed to promote
the expansion of broadcast network in the country. Dr. Amit Mitra gave a
presentation relating to the licensing policy on 8 March 2003. But he missed out
a lot of points which were put under question by the authority.
