Introduction
Modi’s Government is set to change the nation and give it a new outlook. They have started with the transport regulations as well. Nitin Gadkari, the Union Minister of Road Transport and Highways have announced the new transformations in the transport regulatory systems. Along with the transformations, he has informed about supposedly scrapping up of the RTOs, which he feels would not be required with the implementation of fresh laws. Let us check the advantages and disadvantages of scrapping RTOs.
Advantages
- The RTOs are often a big harassment to the common man who enters the office to seek help. The common man is made to run from pillar to post to get his job done. If the same work will be done efficiently without RTOs, then it would be time and energy saving for the public.
- The RTOs form a big part of corruption in our country. Scrapping the RTOs would be a move against corruption as well.
- The RTOs are the first place where the traffic rules are broken. The officers issuing the licenses without having a thorough check leads to lot many accidents across the city. This would be an initiative towards avoiding accidents if the driving licenses are issued in a proper way.
- The agents linked with the RTOs play a major role in the violation of the rules and regulations. This would be a check to such agents and clarity in the course of action by the transport regulatory authorities.
- The common man will not be unnecessarily harassed and fined to meet the collection targets laid for the Traffic Police.
Disadvantages
- In case the government is planning to substitute all the tasks of the RTO with the systems and machineries, then this would be big hit for the employment of so many employees. With every single technology replacing many men, we are wasting our richest resource of manpower.
- Technology needs to be ruled by humans. The technology should not rule the man. The systems cannot replace the human tasks and duties which definitely require the office structure.
- The regional transport offices have helped in segregating the masses into smaller groups to get their work completed. Summing up the whole society into a single unit may create more havoc.
- We cannot implement the foreign way of transportation in India. We have already visualised many accidents due to the BRT corridors in Delhi which were again an imitation of the foreign way of transport regulation.
Conclusion
To be precise, we can accept some changes in the transport regulatory system for good, but scrapping the RTOs altogether in a single go might not be all that easy for the commuters and the general public. If an efficient technology aided by the manpower could provide good corruption-free and time-saving service, there would be a single hand in opposition in scrapping the RTOs. Thus we need to be careful for accommodating all the employees of the transportation sector along with the welfare of the general public and daily commuters before going ahead with this big move scrapping the RTOs.

- Before we start the debate, it is essential to understand what RTO stands for? RTO stands for Regional Transport Offices that are meant to keep a check on transport services so as to curb the illegal practices. Unfortunately, the real scenario is different. RTOs have become home of corruption. Instead of checking the malpractices in system, the RTOs itself are promoting corruption.
In such a scenario, if Union Minister of Road Transport and Highways, Mr. Nitin Gadkari wants to scrap RTOs, it is entirely justified. Another word that needs attention in the debate is replacing. Mr. Gadkari will not only scrap the RTOs but will also replace them with an efficient system in the coming time.
There is nothing wrong in changing the outdated system that is not performing up to the mark. If they cannot fulfill the set objective, the old system should be replaced with a new system. In the new system, there will be no place for the bribery. It will be equipped with most advanced technology, effective enough to curb traffic violations. With the new system, the notice can be sent directly to the people who break the traffic rules. In case if person files a lawsuit and loses it, he will require to pay three times of fine. The new government is taking clues from the traffic models of UK and various other countries to prepare an effective traffic system.
