Gambling and betting should be legalised?


Gambling is any activity where you risk money or materialistic goods in hope of greater return. The return is not guaranteed and vulnerability to loss makes gambling highly unpredictable. Proponents of gambling aggressively pitched for its legalization whereas opponents are furious over such an idea. In India gambling is banned and the argument is should we legalize gambling in India taking clue from other countries like USA, Britain etc.

For

- Gambling in form of betting is already allowed in sports like horse racing.

- Ban is causing huge revenue losses to Indian government, so legalization can check this loss.

- Legalizing makes registration for bookies mandatory and this institutionalized framework helps in effective monitoring of their activities by various agencies.

- The menace of black money generated can be used by terrorists and anti national elements in destabilizing country and pose serious threat to security agencies. So, its better to legalize and be able to exercise a better control.

- Geographical impediments are proving insignificant as many Indians are already putting money in legalized betting of western countries through internet.

- India can learn from western countries experience of legalized gambling and use it as per its own requirements.

Against:

- Gambling in sports may jeopardize the sportsmanship and the sports person can be easily lured by the bookies. IPL's match fixing scandal is the perfect example.

- Substantial portion of Indian population is uneducated about the technicalities of gambling, which affects their rationality of making choices and putting their savings vulnerable to loss.

- India cannot be compared to western countries owing to differences in development, education, internet penetration and effectiveness of law enforcing agencies. So we cannot expect the same outcome of legalized gambling in Indian case.

- Loss incurred because of gambling addiction to people (especially youth) can force them to path of unlawful activities degrading moral values of society.

Conclusion:

So any decision should not be only from economic perspective, but also from the lens of Indian cultural and moral values of which India boasts to the whole world. Any final outcome should be preceded by intensive consultations with all the stakeholders and concerned agencies.

  • Any unpredictable event in which someone put money/material goods with desire to win more money/material good is called "gambling".
    Gambling in India is heavily restricted except for selective categories like lotteries and horse racing.

    Favour-:

    * legalising gambling results in extra revenue generation to government in form of taxes.

    * gambling is also a way to remove stress for some people due to heavy work.

    * gambling can generate different job opportunities in our country .

    * The popularity of gambling paves way for the establishment of hotels.


    Against-:

    * Personal savings and income are minimised.

    * Money is taken from other economic uses, investment, and charities.

    * Poverty gets bigger because poorer people take greater risks in the hopes of a big win.

    *Addictive gamblers often resort to burglary, theft, larceny, embezzlement, and similar crimes to get cash.

    Conclusion-:

    Everything has its own aspects. It is not bad to gamble, but always remember to have discipline and control.There should be some limitation in every work done by any person.

  • Gambling and betting is legalized in Goa and Sikkim. Rest of the states in India don’t have the permission to run casinos. However, the ban has resulted in cropping up of illegal casinos in Hyderabad, Bangalore and Delhi. It again represents that a ban necessarily doesn’t serve its purpose. In such a case, what do you think government should do? Should they legalize gambling and betting activities in other states?

    • A ban on gambling and betting has failed to stop the setting up of casinos in various cities. Instead of a flawed policy, it is better that government should make it legal and get an extra source of revenue.

    • A ban serves as a means for illegal elements to monopolize gambling resulting in severe law and order problems.

    • The one reason tourists fly to Goa and Sikkim is to have some fun is casinos. Removing the ban will attract more tourists to other states of India.

    • The setting up of casinos will require man power and as a result will result in more jobs in an economy.

    • Many countries like the U.K and Australia have flexible and lenient gambling laws and even allow betting on sports. It is better to have such laws rather than having gambling activities like matkas run illegally in India.

    • Just because there is a flaw is policy doesn’t make the entire policy as wrong. Instead of making gambling legal, the flaws in system should be removed.

    • In case of illegalized gambling, only few people benefit and few local people are harmed. But making it legal can be a disaster as it can make people spend all their savings in gambling.

    • In India joblessness is at its peak, and allowing gambling in any form will only work as a means to exploit the poor and vulnerable groups of society.

    • Gambling destroys the entire family and in many cases women becomes a collateral damage in a male-dominated world.

    • Gambling is the prime reason behind many crimes including proliferation of black money, money laundering and tax evasion.

    Conclusion

    Removing a ban from illegal activities just because they are happening underground is not a rationale idea. It is like giving up in front of the illegal elements who don’t care for law and order in country. In case of illegal gambling some harm is done but if it is legalized it can become an incurable epidemic in the nation. Therefore, instead of making it legal, government should take stringent actions to eliminate the illegal roots of gambling existing in country.
