Manpower planning is a stepwise process. It starts with determination of objective of manpower planning. The persons concerned with it must be clear about the goals of it. The persons are also need to analyze current manpower inventory. Then demand forecasting is done which is the process of estimating the future quality and quantity of people required. The basis for this forecast is annual budget and long term corporate plan. The next logical step is to determine whether management will be able to procure the required number of personnel and the source of such procurement. Once these are done, HR programs are formed and implemented.
