Integrated Approach to Ameliorate Unemployment among ST Population
Question: GoI is pursuing an integrated approach towards tackling the problem of unemployment among ST youth. Elaborate
- Government of India is pursuing an integrated approach to ameliorate unemployment among ST communities across the country
- Under the Special Area Programmes, Ministry of Tribal Affairs has made provisions for funds as additives of State Plan for skill development and employment cum income generation activities
- During 2015-2016 and the year before that, several need based integrated livelihood initiatives and skill up gradation has been carried out such as the following:
- Income generation and job creation among diversified crop, horticulture, dairy development with State cooperative, sericulture, fisheries, apiculture and backyard poultry with effective market linkages
Improving marketable skills in the following professions:
- Office Management
- Solar Technician / Electrician
- Beautician
- Handicraft
- Skills required for day to day construction works (such as Plumbing, Mason, electrician, fitter, welder, carpenter)
- Refrigeration and A/C repairing
- Mobile repairing
- Horticulture / Floriculture / Apiculture
- Nutrition & Cardiopulmonary resuscitation (CPR)
- Ayurvedic & tribal medicines
- IT
- Data Entry
- Fabrication
- Home Nurse Training
- Automobile Driving and Mechanics
- Electric & Motor Winding
- Security Guard
- Housekeeping & Management
- Retail Management
- Hospitality
- Eco-tourism.
- Funds through various sources under Tribal Sub Plan are utilised for holistic development of tribals
- A scheme called Vanbandhu Kalyan Yojana has also been launched for the Central Sector
- VKY is a process aimed at overall development of tribal people by following an outcome based approach
Ministry of Rural Development is also implementing various rural development programmes such as the following:
- MGNREGA
- National Rural Livelihood Mission
- Pradhan Mantri Gram Sadak Yojana
- Indira Awaas Yojana
- National Social Assistance programmes
- Special provision has been made for ST communities
- Reservation Roster ins maintained to record appointments for various categories including members of the ST community
Facts and Stats
Poverty estimates by the ex planning commission has estimated the following:
- Population of ST below poverty line has come down from 47.4 percent in 2009-2010 to 45.3 percent in 2011-2012 in rural areas
- In urban areas, the decline was from 30.4 percent in 2009-2010 to 24.1% in 2011-2012
- Data from Census 2011 showed that situation of non workers among total population of ST is not as high (42%) as for SC(52.2%) and other social groups (53.3%)
- Percentage of ST non working population also fell from 50.9% in 2001 to 42.0% in 2011
