It is a vital process as it minimizes the inflationary impulse in the economy. Also, it makes sure that the current account deficit does not rise too high. The government remains in a position to achieve debt sustainability. If it is not done, it can lead to prolonged slowdown in the nation. So, how it should be done? - The discussion is very well concluded, any consolidation could be possible only with the planned cut into the picture. It is understandable that the unplanned expenditure accounts for the larger portion of the fiscal deficit, but we also need to focus on the planned expenditure.
The expenses may be planned or unplanned but ultimately calls for the monetary aspect to be met. The expenses could have been planned but the planned expenses may not be necessarily the same as on the previous year. Any addition or deletion in the expenditure, though planned, would indirectly affect the fiscal consolidation. A reduced planned expense may help in relieving the financial burden, but the added expense would definitely result in a bold strike on the deficit factor.
The consolidation without the planned expenditure cut may help in controlling the deficit to some extent. But, leaving the planned cut demanding an extra share unlike the usual pattern may disturb and agitate the consolidation cycle in a bad manner. Thus, precisely speaking, the planned expenditure should be included into the fiscal consolidation for having a better economy.
