MoU Between MSDE and MoD: Features, Implementation and Benefits


Question: MoU has been signed between Ministry of Defence and Ministry of Skill Development and Entrepreneurship to facilitate strategic partnership for HRD and skill development. Discuss the key features, implementation and benefits of the MoU.

An MoU has been formed between the Ministry of Defence and Ministry of Skill Development and Entrepreneurship

It has been inked to facilitate strategic partnership on skill development and entrepreneurship for the purpose of national building and Make in India initiative

Features

- Signed MoU will provide Defence PSUs and Ordinance Factory workers to participate in skill development initiative

- HRD Ministry will also introduce vocational education run by the Ministry of Defence in 9-12 class in a phased manner as part of this MoU

- This MoU will also provide training and gainful employment to around 3 lakh ESM/family members in 5 years starting from the financial year

- It will also ensure that skilled youth can utilise the infrastructure ,CSR funds, CoEs, model ITIs of Defence PSUs and Ordinance Factories

Implementation

- At the apex level, the Defence Minister will chair a steering committee co-chaired by the Minister of State for Skill Development

- This committee will provide required policy direction for implementation of the scheme

- Executive Committee for this scheme is chaired by the Defence Secretary and co-chaired by the Secretary, MSDE

- For successful scheme implementation, 3 separate teams have been formed

- DGR will head the ESM resettlement team

- Defence PSUs component will be attended to by JS(ES) Dept of Defence Production and concerned Army, Navy and Air Forces education boards

- Programme management unit will assist the Steering Committee and the Executive Committee

Benefits

- MoU will provide impetus for using the skills of servicemen for the nation following their retirement from the Armed Forces

- Servicemen will also take some rare skills acquired during the course of military training to civilian life

- This MoU will head a new age of skill development in the country

- MoU will also boost employability and acceptability of ESM by the industry for service personnel who are on the verge of retirement or already retired

- To enhance employability, training facilities initiated by DGR will be aligned with National Skills Qualification Framework of the Sector Skill Councils
