Air pollution has become a major cause of concern in present world. The government is finding it a critical issue that needs to be addressed soon. In the same direction, the National Green Tribunal has ordered that all the diesel and petrol vehicles that are older than 15 years should be banned in Delhi. The decision has come as a shock for the common man as majority of these old vehicles are owned and used by middle-class people. Do you support the decision of NGT? Should 15 year old vehicles be banned in Delhi?

Yes

• The 15 year old vehicles are already in a state that they cannot be run in efficient manner. The decision will motivate the car owners to look for better options.

• The used car industry will not be affected by the decision as there are hardly any people who want to buy 15 year old vehicles.

• It will help the state to solve the problem of pollution which is the major problem arising in the present world. Every small step taken in right direction brings closer to destination.

• 15- Years is a considerable long-period, and till that time most of the cars are in a bad condition increasing maintenance and fuel problems for owners.

• Banning of 15-year old vehicles will lead to increased car sales. The car owners have to find a substitute for their banned cars.

• Many old vehicles keep running on the streets in a poor condition causing heavy air and noise pollution. This move will help the streets of Delhi get rid of these vehicles.

• In a developing country like India, where it is tough for the middle class families to earn their living in metros, ban on 15 year old vehicles will add to their woes.

• If 15 year old vehicles are banned, it implies that more than 10 lakh vehicles in Delhi have to make a way out of the roads. It is going to impact thousands of families.

• The decision will also impact the economy as it will affect the businesses of the car owners who deal in second hand cars. The used-car industry can see a sharp decline in terms of growth.

• The vehicles should be scrapped as per their present condition. The government should start a testing program instead of banning all the vehicles.

• Just scrapping of 15 year old vehicles will not clean Delhi’s air. The government should take stringent steps to control smoke emissions.

Conclusion

NGT has taken the decision only after analyzing one part of the issue. It has not even considered the second part which is the problems of the common man who doesn’t have any other option but to use these 15 year old cars. Moreover, banning old cars is no solution to reduce smoke emissions. It is important for government to come up with other effective measures that will be applicable for the entire automobile industry.

  • I hardly oppose this rule since the year of a vehicle should not be considered but the amount of pollution that may produced by a vehicle should be tested and if they failed then that should be allowed for service and again back to testing and if further it fails then that must be banned .

  • The Vehicles older than 15 years are neither economically viable if we see at the user end and due to ageing the emission levels are remarkably higher than the new vehicle which are eco compliant. However certain users maintain their vehicle in good condition through regular corrective and preventive maintenance. Since Nation and the world as whole are more conscious towards deteriorating climate conditions and each individual is contributing for bad and good for environment . The population of Delhi is approximately one crore and the vehicular population in multiples since every day more than 1000 vehicles add up to density, in broader perspective my submission is vehicles older than 15 years should undergo a thorough checkup for emission levels and if it is within the permissible limits an extension of up to a maximum of 02 years may be granted and the vehicle to be declared as prohibited on Indian roads for further use after that date.This will give certain time to the individual to plan for new alternative viz either a new vehicle or pooled vehicle. Due to emphasis on emission free vehicles and adoption of eco friendly travelling medium viz Bicycles, Pooling of Vehicles, Wallking to nearby places etc the ban is quite need of the hour.

  • 2 yrs bck I bought 99 model royal Enfield in Delhi , now this NGT act screwing me, people's who dnt have older vehicles are happy and they will obviously support this act, my request is atleast if they would allow noc for my vehicle , it would be good

  • Really appreciating everyone presenting there views on this environment concern topic. Everyone put there pros and cons but as I think Banning all the vehicles ageing 15 yrs or older or asking government for strict and regular smoke emission tests by setting up sufficient number of smoke emission set ups with full equipped would not only work out. First of all we our-self have to take care for regular maintenance of our vehicles so that vehicle is Pollution Under Control (PUC) and produces no sound pollution.
    Then, if we set up sufficient number of PUC's centers then too it would count insufficient for the next year, because Delhi alone scores 8% of registered vehicles of our country (out of which 70% counts for 2ws). So some of the vehicles have to be banned. Now Q is which all to be banned ? According to me only those private personal cars (of which large % are petrol version, and petrol cars contributes less to vehicular emission) shall not be banned after 15 yrs which easily pass the PUC test and other test certificate should be issued along with such as hydrocarbon emission, noise pollution, fuel economy and efficiency, etc for certain period of time after which the same vehicle have to pass the same for extending tenure. This would be justice to middle-class families preferably owning those 15 yrs older car, since we all know how difficult it is to manage livings in metros. And all other commercial and 2ws ageing 15 yrs or more shall be banned.

  • well I think it should be banned under certain terms and conditions like -
    pollution emission by vehicles
    proper testing of vehicle parts
    i want to conclude by giving a simple suggestion there should be a legally test of vehicle by government agency and only prior approval certificate decide whether 15 years old vehicle run or not.

  • I completely agree wid u akil dat govt has to give a chance to people who have 15yrs old vehicle as dey put der large amount of efforts to earn money nd to buy d car nd dat is d bst solution yet...in additing to dat i want to say dat govt has to think abut both middle clss as well as rich clss people if dey want to reduce pollution dey hve to take proper nd effective steps which r suitable fr both clss people....

  • Well,its undoubtedly known that the pollution in Delhi has increased to an alarming level, but this problem should be addressed in totality... As far as banning of vehicles is concerned, it should be decided after a thorough test of the vehicle's condition , as many of the newly owned but ill-maintained vehicles are much polluting than those older but well maintained vehicles.. This law will going to make a big hole in the pockets of the common men and specially effect the senior citizens who are managing in the very expencive

    & when they got money from the builders than after evert builder is free to do the construction.
    So I just want to say that there is the gathering of some free people those don, t do any work & take the salary from Govt. They were unknown to the common people but now they are trying to make the impact in the mind of everyone so they are doing this kind of work.

    dissapointment for law abiding citizens
    in delhi,where we follow all rules and
    get our vehicles maintained through
    service centers paying hefty taxes get
    our vehicles puc done every 3 months
    and this is the prize we get from our
    judges heading Ngt who pass orders
    without studying facts and we are
    made to suffer by scrapping our
    vehicles based on age and not
    considering the kms driven and
    condition of vehicles.a very
    dissapponting decision.THIs RULE Should be scrapped.

  • It is not going to help at all to control pollution since;
    - IIT D survey shows that only 1% of these vehicles are on the road
    - Majority are Petrol which are less polluting
    - There is no way to dispose these in Delhi
    - What about Vintage/Classic/Antique vehicles

    So, the vehicles which are exceeding the pollution norms irrespective of the age should be banned. My 18 yrs Maruti 800 passed BS III norms with flying colours.

    NGT has to rethink its decision.

  • All have very nicely contributed to this subject but i just want to add my own personal experience, my father owns a maruti 800 and he bought it in 1998 and till date it has only covered 67000Kms which is quite less, we ensured regular servicing and getting the pollution checked of my car, till date it is running well without affecting the environment as i got the pollution checked regularly. So its just that how a person keeps his/her car. This step will definitely add up to the woes of the common man, rather than a better option would be for all those who use their personal vehicles for going to the offices to go for the public transport like metro or bus that i think would b a better option as each car whether it is 15 years old or not contributes to the pollution..

  • When we seriously talk of 15 years old vehicle, then it is quite clear that either the vehicle is preserved as a remembrance, or the same is maintained by a middle income group who is stuck between the luxurious life and affordability factor. With the car prices dipping down, the major trap have been the middle income group people who look forward for a rich lifestyle at a low cost. With their high dreams, they end up preserving and maintaining their hard earned high-priced items.

    The vehicles over 15 years mainly account for the owners of the private vehicles. Banning such vehicles would be a very bold hit for the common man. hitting the rich class with the hot iron would not be all that painful, as it would pinch the middle income group. Once the law is passed, such vehicles would lose their resale value outside Delhi as well. What we need to check is whether the vehicle is creating the concern like pollution or any other damage to the environment. Not all the vehicles 15 years and above older are in a bad shape. Also the new vehicles are not necessarily good enough to ensure environmental safety.

    The decision would not affect any other group, as the car manufacturers or the resale dealers are not going to either gain or lose from the deal. Again, the commercial vehicles would not be all that old, as these vehicles undergo immense wear and tear and call for a frequent change. The Government vehicles will definitely get their way out in other states where the same is permissible.

    Hence, taking the majority amongst the affected people being the common man at a middle strata, it would be no good a decision to ban vehicles older than 15 years.

  • I, totally agree with Miss Teena Bhatia, as she has rightly put the pros and cons of the subject topic. In addition, I want to add on a point that now Supreme Court has also formally approved this step of NGT, but before the honourable court shoukd have put up this statement, it should give the government to set up programmes running all over delhi that should test the vehicles running on roads for more than 15 years. All the car owners, should be inforned through daily news and advertisement about these programmes running in different parts of delhi. After that, a certificate should be issued to all the vehicle owners whose car is found maintained and a notice period to those whose car is ill-maintained. After the notice period expires then only that vehicle should be banned. This way it'll solve the problem of a common man who is still strugling for his daily bread and for those whose vehicle is still in good condition and doesn't have to change his/her vehicle. Hence, in this way atleast a chance be given to all the people in delhi and moreover if this suggestion works well then this should be implemented as a pilot project across the country so tha the country is eliminated of all the used and scrap pollution emitting vehicles.

I just like to add more point on this discussion. yes. i completely agree with this initiative has been taken by national green tribunel rather i would like to say that this kind of polution realted initiative should be implemented far ago.it is obiusly late initiative taken bye country like india. yes should banned the all 15 yrs old car,, some of my friend said that it will hamper on middle class family. i answer it that if i person can afford for a maruti car or somethings else 15 years ago he might have rich enough to buy a new car from auto mobile industry,it will not affect them rather it will increase the market share of auto maker. in this context "old is gold" concept is not be applicable at any point of time..i think it should be banning and if someone use illegally it will lead to fine.

    Yes ofcourse d vehicles older than 15 years shud be banned in delhi or any other parts of d country...The reason being simple ...More d presence of old vehicles in the state means more toxic pollution in the state..And dis pollution is caused fr d simple reason dat dese old vehicles do not njoy much of d maintenance by dere owner and hence depleating d environment..

    Moreover dese old vehicles are nowhere beneficial for anyone...except dey can be used for auctions in museums...

    INDIA cud be a better place fr anyone to live if such small small things are to be considered seriously...
