Well, if it is about starting up a venture then anyone can! Anyone who has the skills,knowledge or experience and are willing to impart them to those who are in need of them in exchange for payment. Anyone who has that need or desire to earn money, and become successful in life , who has the resources , can start a business of his own and sell the services . If the person has been employed as a service provider, then the criteria for his suitability would depend upon the organisation and the nature of its business. For eg. The airlines Industry requires healthy people for travelling, so the candidates would have to undergo medical tests for their suitability.
