Is division of UP a better way to effective governance?


In the present time, even a child can say that there is no law and order in Uttar Pradesh. The things are getting worse day by day. Instead of punishing the criminals, politicians are busy backing the rapes. Women are raped and murdered brutally not only by the common people but also by the high profile leaders. In such a scenario, the Union home ministry is considering to divide the state into two for better governance. But will it really help? Will it really act as the doorway to better governance in the state?

• Uttar Pradesh is a huge state. It is the most populous state in the country that is really becoming the top most mismanaged state of the country.

• There is no meaningful use or optimization of human or material resources in the state. The reason is again the size and mis-governance.

• The division of UP will help the law officials in a better position to maintain the law and order in the city. It will make the administration more convenient.

• The division of UP will help to improve the per capita income of state that can be further used for deploying more security in the states.

• In 2000, Chhattisgarh was bifurcated from Madhya Pradesh, and it has done really well on achieving the better governance.

• Division is not a solution of any problem. With time, it will only result in more and more unviable states.

• The country will need to spend more money on the growth of the states. It will have a significant impact on the expenditure of country.

• First show the progress of the already formed new states including Jharkhand and Uttarakhand, and then talk about dividing UP.

• Better governance or poor governance is not the result of size of state. It is the leadership that matters. The need is to implement more harsh and prompt measures for punishing the criminals.

• What the division of states will do, if the real problem is within the system. If the people who protect law and governance will commit the crimes, then no matter how many small states are made, governance will never be achieved.

Conclusion

Division of UP into smaller states in no way will be a step towards a better governance. It is just one of the means of the ruling parties to get more time for playing the blame game. The change will come when the political leaders will admit that yes something wrong is happening. But when the leaders itself are justifying the rape cases and the rapist how will the state division will help? It will only make the economic conditions tougher for the centre government.

  • Effective governance comes by the talent and calibre of the leaders and not by the size of the geographical area. A well-managed state is the one who has an efficient leader cum controller, who could actually take the responsibility of the mis-happenings in his province, and take appropriate measures immediately to check the same.

    When we talk of UP, its governance is defamed not only within our nation, but internationally. Following the cruel incidences of rape, and the irresponsible comments by the leaders has made India look down in front of the world. The UP needs a change of leadership, instead of the division of the state.

    With such a view-point of the leaders taking side of the accused and justifying their cruel deeds, not only UP but even the Centre will face more problems if it is divided. The Centre will need to face and tolerate more similar leaders coming into action. This will multiply the burden of ineffective law and regulations in the country, instead of resolving the same.
