C++ - Operators
Scope resolution operator (::) allows to define the member functions outside the class. This operator is used when local variable and global variable are having same name, local variable gets the priority. C++ allows flexibility of accessing both the variables using scope resolution operator.

This question does not make too much sense. What is the meaning of "outside the class"?
How can you define member function outside of the class? If it is outside of the class it cannot be a member function.
Only static members can be accessed using ? operator when no object is instantiated (outside of the class).
Derived class can call members of the base class using ? operator but this is inside of the class.
