7 state schemes to make AP a sunrise state


Question - Recently, Andhra Pradesh government has launched the Knowledge Mission in Vizag. Discuss the 7 categories of state schemes which include the Knowledge Mission and aim at spurring growth in AP and making it the Sunrise State.

The last decade has been seen as a one of lost opportunity even as the AP government now unveils its mission based development to spur the state’s growth and development

• CM estimates that state government will aim to place AP among the top 3 Indian states by 2022 through these schemes

• 2022 is the platinum jubilee of AP’s independence

• 8 White papers have also been published to outline the hurdles and means to overcome them for AP’s chance at growth and development

• Mission approach will also ensure emphasis on growth which is inclusive t enhance key indicators in every sector

• Each mission will work via existing departments and add to its efforts

• The mission will be monitored through pre-decided indicators in a manner which is time bound

• Each of the missions will possess a governing as well as an executive body for finalising objectives as well as strategic planning framework implementation

CM is to be the chairperson of governing body of all these 7 missions namely:

Primary Sector Mission: Focus on enhancing profitability of agriculture and allied activities which are sustainable and profitable for effective development on an all round basis for improving the rural economy

Social Empowerment Mission: This is for ensuring quality in healthcare services as well as education and nutrition for all citizens to achieve MDGs and other global indicators

Urban Development Mission: This mission will work towards the formation of 3 mega cities and smart cities amounting to 10 in number. The key to this type of development will be solid waste management, treatment of wastewater and clean, green urban spaces

Knowledge and Skill Development Mission: This mission focuses on improving the quality of higher education and vocational education, providing students with skills to increase their employability and spur education and research as well as development

Service Sector Mission: This mission aims to improve job opportunities and provide a boost to allied sectors such as education, IT, financial services, construction, hospitality and tourism. There is also emphasis on development of ITIRs and electronics clusters will be an integral part of it

Infrastructure Mission: This mission aims at infrastructure development such as ports and road links to establish connectivity to northern and eastern hinterlands of the nation. Emphasis is also on provision of excellent power utility services to agriculture, industry, residential and commercial establishments

Industry Sector Mission: This focuses on substantial increase in the share of industrial sector for economic development that is sustainable. It will also aim towards making the state attractive for national and international investors

Facts and Stats

• State government has recently launched the Knowledge Mission to usher in educational reforms and encourage entrepreneurial ventures which spur job creation

• Knowledge Mission aims to put AP in the position of being the best state in higher education by the year 2029

This Mission has the following objectives:

- Increase gross enrolment ratio,
- Address educational inequity between rural and urban areas,
- Improve quality of education,
- Invest in faculty development,
- Ensure youth employability,
- Align vocational education and
- Training with national and international standards, promote arts and humanities,
- Promote holistic development of students,
- Develop support infrastructure for research and development,
- Build institutional partnerships,
- Encourage public private partnerships/PPP and industry collaborations Initiate a reform process to remove regulatory roadblocks.

The following 2 pronged approaches will be employed to attain the Knowledge Mission objectives:

• Emphasis on improvement of existing institutions through identification of structural gaps and initiation of modifications to the curriculum

• Creation of fresh institutions in sectors which are viable or necessary and this will also include offshore institutions partnering with international institutions
